The primary aim of Minorities in Engineering and Applied Sciences (MEAS) is to assist in the recruitment, retention, and graduation of minority engineers at the State University of New York at Stony Brook. In order to achieve this goal, programs will be initiated both within and outside the university community and will serve to strengthen relations between professional industry and the minority community.
ARTICLE I - Name and Type
The name of this organization shall be Minorities in Engineering and Applied Sciences
hereafter referred to as MEAS.
The objectives of MEAS shall be to recruit minority engineers by stimulating and developing
student interest in engineering; to retain minority engineers through academic, career, and
personal development programs; and to graduate minority engineers and endeavor in the
advancement of the ethnic minority in professional industry.
Section 1
Membership in MEAS shall be designated as member, affiliate member, or honorary member.
Section 2
a) Members shall be defined as follows:
i) An undergraduate enrolled in SUNY Stony Brook who is a candidate for a degree in engineering, engineering technology, or applied/physical science or,
ii) A graduate student enrolled in SUNY Stony Brook who has received an undergraduate degree in engineering, engineering technology or, applied/physical sciences is considered as an affiliate member. (See Section 2 b.)
iii) All members of the Undergraduate Student Government may become members of the MEAS
b) Affiliate member shall be defined as a person who is not an undergraduate student and has received a degree in one of the areas defined in article III section 2 (a) i.
c) Honorary member shall be defined as a person who does not meet the definition of member or affiliate member but has contributed through efforts in support and goals of MEAS and has been nominated by a member and approved by the executive board.
Section 3
Membership and participation shall be free from discrimination on the basis of sex, race, religion, ethnic group, age, or national origin.
ARTICLE IV - Voting
Section 1
Each member shall be entitled to one vote in all MEAS general body meetings in which membership is held except as noted in article IV section 2 and section 3(i).
Section 2
Should a vacancy occur in the office of President, the Vice President shall serve the unexpired term. Should a vacancy occur in any office other than President, the unexpired term shall be filled by appointment by the President and approved by the Executive Board.
Section 3
The President shall vote on all general issues on the floor only to break a deadlock during an election.
Section 4
Election Procedures:
i) Each member must have successfully attended 75% of the general body meetings in order to qualify in any elections
ii) Nominations shall be taken no later than seven days prior to the day of the elections.
iii) Nominations will be taken at a meeting at least one week prior to the day of the elections.
iv) Nominations will require the voices of the people.
v) Elections shall be held by secret ballot.
Section 1.

ARTICLE V - Administration
Section 1.
There shall be an Executive Board of MEAS which shall consist of the:
(a) President
(b) Vice President
(c) Treasurer
(d) Secretary
Section 2.
The Executive Board shall:
(a) Determine all questions of policy and shall administer the affairs of MEAS under the Constitution
and By-laws, and the general provisions of the law under which it is incorporated.
(b) Be subject to the orders of the membership and none of its acts shall conflict with the decisions
made by the vote of the general body, or the goals and objectives of the organization.
(c) Not receive any salary for service.
(d) Make recommendations to MEAS.
(e) Set the hour, agenda and place of General Meetings.
(f) Coordinate activities at all levels of MEAS.
Section 3.
There shall be an Advisory Board of committees to MEAS; the Executive Board under the recommendation
of the Advisory Board Selection Committee shall determine the number and selection of members.
Section 4.
The Advisory Board shall serve to advise the organization on achieving its objectives.
Section 1.
There shall be standing committees of MEAS, which are:
(a) Communications
(b) Programming
(c) Public Relations
(d) Pre-College Initiative (PCI)
(e) Fundraising
Section 2.
The Standing Committees shall have the following duties:
(a) Communications
Shall define and implement mechanisms for effective internal communications
within the chapter membership.
(b) Programming
Shall define and implement programs aimed at improving the academic performance
of the general membership; Shall define and implement programs to increase ethnic minority undergraduate
engineering participation and activity in MEAS; Shall define and host social functions to promote the MEAS
and its objectives.
(c) Public Relations
Shall establish and sustain communication between MEAS and other organizations on and off the SUNY Stony Brook Campus.
(d) Pre-College Initiative (PCI)
Shall define and implement programs to increase the interest of ethnic minority pre-college students in the field of
engineering and engineering sciences; shall define and implement programs to increase the enrollment of ethnic
minority pre-college students in the College of Engineering and Applied Sciences at SUNY Stony Brook.
(e) Fundraising
Shall identify and develop new sources of funding and contributions. Shall identify mechanisms for funding on all levels.
Section 3.
Each Committee shall be presided over by at least one committee chairperson and shall be responsible for those
duties in Article IX Section 2.
Section 4.
In addition to the above duties, the committees will carry out assignments deemed necessary by the Executive Board.
Section 5.
The Executive Board will create any special committee(s) and chairpersons, as necessary.
Section 1.
All elected offices will be held by members in good standing.
Section 2.
The elected offices of the Executive Board are:
(a) President
(b) Vice President
(c) Treasurer
(d) Secretary
Section 3.
Any member of MEAS is eligible for an elected office.
Section 4.
Elections shall be held at least one week, and not more than one month prior to the last official
day of Spring Break as indicated in SUNY @ Stony Brook's academic calendar.
Section 5.
The Executive Board-elect shall:
i) Work in cooperation with the current Executive Board.
ii) Take office at the end of the academic year and serve for a one-year term.
Section 6.
Should a vacancy occur in the office of President, the Vice President shall serve the unexpired term.
Should a vacancy occur in any office other than President, the unexpired term shall be filled by
appointment by the President and approved by the Executive Board.
ARTICLE VIII - Duties of Officers
Section 1.
The duties of elected officers are:
(a) President:
i) Shall preside over all meetings of MEAS.
ii) Shall appoint Chairpersons of all standing, and special committees with the advice
and consent of the Executive Board.
iii) Shall oversee the activities of the Special Committees.
iv) Is responsible for the activities of all committees.
(b) Vice-President
i) Shall preside in the absence of the President.
ii) Shall oversee the activities of standing committees.
iii) Shall directly oversee the activities of the Public Relations Committee.
(c) Treasurer
i) Shall keep accounts and deposit organization funds of MEAS.
ii) Expenditures made for MEAS business shall need the approval of either the
President or the Vice President, or three fourths vote of the Executive Board.
iii) Shall prepare an annual budget.
iv) Shall directly oversee the actions of the fundraising committee.
v) Shall complete and countersign all financial certificates issued and made.
vi) Shall record accurate entries in the financial records of MEAS.
(d) Secretary i) Shall complete and countersign all certificates issued by MEAS except as provided for in Article VIII Section 1 c) v).
ii) Shall serve all notices required by law or the By-laws of MEAS and in the case of absence, refusal or inability to act, the duties of the office may be performed by any person whom the Executive Board may direct.
iii) Shall record accurately the minutes of the General Body and Executive Board meetings and make available the minutes to all members on request.
iv) Shall require from the Executive Board, Standing Committees, and special committees of MEAS a record of the activities of said body.
v) Shall directly oversee the activities of the Communications Committee. Shall receive and sort all MEAS mail and bring to the attention of officers relevant mail pertaining to their respective duties.
Section 2
The duties of appointed officers are:
(a) Committee Chairpersons.
Shall carry out the duties of the committees defined in Article VI Section 2.
ARTICLE X - Meetings
General Body meetings may be scheduled at the discretion of the Executive Board. Meetings must be held no less than bi-weekly during the academic semester.
ARTICLE XI - By Laws
The by-laws of the Chapter shall be amended by two-thirds vote of the members.
ARTICLE XII – Dissolution
In the event of the dissolution of this group, all accrued Undergraduate Student Government funds and assets shall revert to the Undergraduate Student Government.
