CONSTITUTION OF THE COLLEGE REPUBLICANS OF STONY BROOK UNIVERSITY ARTICLE I NAME The name of this organization shall be the Stony Brook University College Republicans, hereinafter referred to in this document as the SBUCR. ARTICLE II PURPOSES SECTION 1. To make known and promote the principles of the Republican Party among members of the Stony Brook University Campus and surrounding Community. SECTION 2. To aid in the election of Republican candidates at all levels of government. SECTION 3. To encourage and assist in the organization and active functioning of the Republican Party at local, state, and national levels. SECTION 4. To develop political skills and leadership abilities among Stony Brook University students as preparation for future service by them to the party and the community. ARTICLE III OFFICERS SECTION 1. The officers of the SBUCR shall be a President, Vice President, Secretary, and Treasurer. SECTION 2. All officers shall be elected at a regular SBUCR meeting between March 15 and May 15 of each year, to be announced in writing to all members not less than two weeks in advance (Refer to BY-LAWS, Article III for specific election guidelines). SECTION 3. Nominations of candidates for office in the SBUCR shall be made from the floor by any member in good standing. SECTION 4. Officers shall be elected by an absolute majority of those present and eligible to vote. SECTION 5. Vacancies occurring among the officers shall be filled by the election of the Executive Board at the first meeting following the occurrence of the vacancy, provided however that notice that the election is to occur must be included in an official notice of the Board Meeting. A person elected to fill a vacancy shall serve as an officer until the next election. ARTICLE IV EXECUTIVE BOARD SECTION 1. There shall be an Executive Board which shall govern the SBUCR. SECTION 2. The Executive Board shall consist of the officers of the SBUCR. The Chair of each standing committee shall be a voting member of the Executive Board. SECTION 3. The Executive Board shall introduce, approve, and implement all actions and activities necessary and proper for the functioning of the SBUCR and not inconsistent with this constitution or the by-laws. ARTICLE V MEMBERSHIP SECTION 1. Any student of Stony Brook University who has paid the Undergraduate Student Activity Fee, and is in good academic standing may join this organization. Membership application information may be obtained from the Secretary. SECTION 2. At no time will the SBUCR promote or engage in hazing activities of any kind. ARTICLE VI AMENDMENTS This constitution may be amended in the following manner: a voting member of the Executive Board shall submit the proposed amendment, in writing, at a meeting of the Executive Board. Notice that the proposed amendment will be acted upon at the next annual election shall be given to all the members not more than six, but not less than two weeks, prior to the next annual election. The proposed amendment shall become effective upon an affirmative vote at the annual election of three-fourths of those voting. ARTICLE VII IMPEACHMENTS SECTION 1. Any officer who, during his term of office, has demonstrated disloyalty to the Republican Party, negligence or incompetence in the performance of his prescribed constitutional duties, or has willfully impeded the SBUCR program, may be impeached and removed from office. SECTION 2. Specific charges against the impeached officer must be approved by an absolute majority of the officers of the SBUCR, excluding the officer being impeached, at a meeting of the Executive Board. SECTION 3. From the approval of the charges until the next meeting of the Executive Board, the impeached officer shall remain in his office and be allowed to prepare his defense to the charges. SECTION 4. At the first Executive Board meeting after the meeting in which the charges were approved, an officer or other person selected by the officers, shall present the charges and the impeached officer shall present his defense. Following these presentations, the impeached officer may be removed from his office by a majority vote of the Executive Board.
BY-LAWS of the Stony Brook University College Republicans ARTICLE I EXECUTIVE BOARD MEETING SECTION 1. Meetings of the Executive Board shall be called at the request of the Chair, or at the request of one-half of the officers. SECTION 2. Notice of each meeting shall be given to all Executive Board members, in a timely manner, by the Secretary. SECTION 3. A quorum of all official Executive Board meetings shall be one-half of the Board membership. SECTION 4. Any officer who fails to attend three consecutive meetings of the Executive Board shall have vacated his seat on the Board. This vacancy shall not occur when the officer is prohibited from attendance by Stony Brook University rules. SECTION 5. Written proxies shall be officially recognized and accepted as constituting the necessary quorum and giving all voting privileges unless otherwise restricted. SECTION 6. No Board member shall cast more than one vote. ARTICLE II DUTIES OF OFFICERS SECTION 1. The President shall preside at all meetings of the Executive Board and at all general meetings. He shall have the power to appoint all committees and their chairs, subject to the approval of the Executive Board. The Chairman shall have the supervision over the development of the SBUCR program. SECTION 2. The Vice President shall assume the duties of the President in his absence or upon his resignation. He shall perform additional duties as assigned by the President, subject to the approval of the Executive Board. SECTION 3. The Secretary shall keep the official records of the SBUCR and shall record the business of all Executive Board meetings and the annual election. He shall distribute the minutes of all official SBUCR meetings to the members of the Executive Board within a reasonable time after such meetings. The Secretary shall be responsible for receiving and sending all official correspondence of the SBUCR, the extent directed by the President. He shall be responsible for receiving, compiling, and recording the SBUCR membership roster. SECTION 4. The Treasurer shall keep the official financial records of the SBUCR and submit an accurate report of his records to the President, or any member of the Executive Board upon request. The Treasurer shall submit to each Board meeting a detailed statement of expenses and income with current balance to be included in the minutes of the Secretary.
ARTICLE III ELECTORAL PROCEDURES SECTION 1. Elections for all Executive Board positions (refer to ARTICLE III & IV) shall occur no later than April 30th. SECTION 2. Election ballots may only be cast by members in good standing of both SBUCR and Stony Brook University. All ballots will be completely confidential and handled by an impartial third party who is ineligible to vote in said election. SECTION 3. In the case that there are numerous candidates for any given Executive Board position all candidates will be announced at the time elections are formally called (Refer to ARTICLE III, SECTION II). If a candidate does not comply with this deadline he/she will forfeit his/her eligibility to run in that election. SECTION 4. At no point will one individual seek election for (or hold) more than a single Executive Board position. In the case of a vacancy in the Executive Board a special election will occur at stated in ARTICLE III, SECTION 5. SECTION 5. There will be debates called between all candidates seeking Executive Board positions. These debates will be announced at the same time as elections are formally called. Debates will occur no later than the day of said election. Each candidate will be given an allotted amount of time as agreed upon at the time elections are formally called. SECTION 6. Any rules and regulations that are not explicitly listed in the above will be agreed to by the consensus of the sitting Executive Board. SECTION 7. Ballot initiatives for all proposed Constitutional Amendments (refer to Article VI of the Constitution) shall occur no later than April 30th, and may only be held once annually in the course of the school year (i.e. Fall Semester and then Spring Semester). Amendments may be voted upon at the annual Executive Board elections, or may be acted upon by the membership in a special election which may be called into session by the consensus of the sitting Executive Board. In accordance with Article VI, notice of the ballot initiative must be given to all the members not more than six, and not less than two weeks prior to the Amendment(s) being voted upon. |
